Detailed description of the services offered by E-Fis

1) Basic Services:

It includes a set of main services that are of special importance in the forest fires management and even when the fire is active. These are:

a. System Set-up. It includes required steps for installing E-FIS in the client, these are the maps generation and loading in E-FIS system and E-FIS configuration for each user site. For every region, E-FIS business will apply a number of spatial analysis techniques and derive a set of maps, which will be used for forest fire defence planning at long term.
b. Long Term Planning. Maps can be displayed to support long term planning, and includes: i. Ground Transport Coverage ii. Aerial Transport Coverage iii. Vigilance Lookouts Coverage iv. Radio-Antennas Coverage v. Land Value
c. Short Term Planning. This service is aimed at giving support in the short-term planning (7 to 10 days). E-FIS will make use of meteorological and wind data predictions to provide a number of maps that integrate the main characteristics of forest fire: i. Meteorology and Wind ii. Forest Fuel State iii. Fire Danger iv. Fire Risk
d. Daily Planning. This service is an assessment in the daily analysis of overall forest fire risk in a region. Every day in the morning, forest fire managers will have access to the main components of forest fire theatre, such as meteorology, fire danger, fire risks, fires in the past day, etc. E-FIS gathers weather data, process it combining layers of information and maps, which synthesise forest fire danger situation daily. With E-FIS, end-users have access to a set of comprehensive, updated data every day in form of elaborated maps and comprehensive information regarding the selected region. This service generates a set of static images regarding fire risk-related maps, which are presented on-line to the user in the Web page. In normal operation, changes in underlying maps occur when meteorological or wind conditions change. Meteorological and wind conditions are evaluated daily. Other data can be modified according with administration criteria, such as inputs of new risk activities or changes in risk distribution maps. The presented maps will be: i. Today's Meteorology and Wind ii. Today's Forest Fuel State iii. Today's Fire Danger iv. Today's Fire Risk
d) Crisis Service. This service focuses in the analysis fire risk, simulation and fire fighting resources management in the event of forest fire. Fire managers access to critical information in the site and surroundings of fire outbreak and perform fire simulation to assess dispatching of fire fighting forces. E-FIS provides with maps and information about the fire area, including estimations of fire spread, fire importance and recommendations about fire fighting resources required to suppress the fire. Besides this service will provide on-line, in-ground support to fire crews about forest fire site characteristics. Fire crews officers can access to the E-FIS system via a portable computer connected to a GSM mobile phone or via a WAP terminal and obtain valuable data about fire characteristics, environmental conditions, and available resources. WAP functionality will be reduced according to the communication restrictions.

2) Complementary Services:

It mainly includes services that will be provided based on the fire experts and/or technical experts. These will be mainly provided by the E-FIS expert team. The accommodation of E-FIS service for new customers will entail the preparation of new data in the E-FIS server. The elaboration and/or adaptation of such data and supporting systems, including customisations and training of personnel on the use of E-FIS, can be regarded as a relevant part of E-FIS. We have considered:

a. Support on technical infrastructure for the E-FIS installation, load and configuration.
b. Elaboration and/or Adaptation of: i. Fuel Maps ii. Topographic Maps iii. Road Network iv. Forest Fire Defence Structure
c. On Line Expert Assessment on Specific Fires: In case of severe fires, and at users' demand, E-FIS will provide specific on-line information and assessment with human expert, dedicated backstopping on critical issues to help management of fire resources.
d. Inventory of Forest Fire Landscape i. physical ii. environmental iii. socio-economic
e. Wildland-Urban Interface
f. Forest Fire Meteorology Characterisation
g. Generation of specific modules for semi-automatic data load, such as meteorological data or data provided via GPS or other external systems.

3) Training:

This service is aimed to provide training support on forest fire management practices. E-FIS will have the ability to present interesting training cases, or even, when the user has contracted it, specific training cases for a specific region.

4) Access and Maintenance of Historical Data (Database):

It provides information about real fires occurred in the past, that is, access to historical data on weather and forest fires, any time in any place by means of a comprehensive query and retrieval system providing historical records stored in E-FIS database.

5) Web platform for parallel services:

E-FIS site will be the entrance to the forest fires issues. This site will include links to different pages and services provided by third parties. E-FIS will provide its intrinsic nature and structure as a service itself. E-FIS modularity and universality help to adopt new services from third parties and accommodate them to the general structure of the services. In this sense, users will have access not only to basic services on forest fire fighting, but also those which are of proven usefulness such as meteorological data forecasting or those derived from Earth Observation Systems (EOS).
